2013-2014 EDITION
PURPOSE OF THE STUDENT HANDBOOK
The Student Handbook serves to orient the Bicol Central Academy student and their respective parents about the organization, programs and policies of the school. As a codification of the school’s policies, rules and regulations it assists in maintaining order in the school.
When a student registers at BCA, he expresses his willingness and determination to abide by all the regulations of the school. He, therefore, must know the rules thoroughly and follow them faithfully.
This handbook prepared for you, will serve as your guiding path for the attainment of the personality we wish for you. Now, you are a member of our family. We expect you can adjust to our rules and regulations to make your years of stay fruitfully abundant. Furthermore, we will strive to prepare you to become worthy citizens of the country.
Do read and study this handbook thoroughly. Urge your parents or guardian to read it too.
VISION STATEMENT
The Bicol Central Academy is dedicated to the pursuit of Truth, Wisdom and Knowledge for the service of God, Country and People. It is engaged in the unending search for excellence in all spheres of educational endeavor. By pursuing its objectives, it hopes to help provide the responsible leadership needed for regional and national development.
MISSION STATEMENT
The Bicol Central Academy is committed to produce students with fully – integrated personalities through a broad liberal education combined with adequate training for professional competence.
It aims to preserve and promote the cultural heritage of the Filipino, with special emphasis on the Libmaneños thus enhancing national dignity and identity. It seeks to instill in its students a high sense of personal discipline and civic responsibility.
THE ORGANIZATIONAL SET UP OF THE SCHOOL
A. THE DIRECTOR
The Director is the chief executive of the institution with authority in administrative, academic and financial matters, and is responsible for the general well -being and unity of the entire institution.
B. THE SCHOOL ADMINISTRATOR / SCHOOL HEAD
The School Administrator / Head carry out the administrative and supervisory functions of the school. He determines school policies in accordance with the directives of the Department of Education, and supervises the implementation of the same, with the cooperation of the Assistant Principal for Academic Affairs and the teaching staff. He is the alter ego of the Director.
C. THE ASSISTANT PRINCIPAL FOR ACADEMIC AFFAIRS (APAA)
The APAA is delegated the task of administering and supervising the academic aspects of the school. He manages the smooth flow of the teaching – learning process involving the members of the faculty and the students.
D. THE GUIDANCE COUNSELOR
The Guidance Counselor takes charge of the general discipline of the student body and enforces the school’s rules and regulations as well as its code of discipline.
E. THE REGISTRAR
The Registrars maintains and updates student’s records, takes charge of all communications regarding school records, checks credentials and prepares the records of all candidates for graduation.
F. THE TREASURER
The Treasurer takes charge of the business aspect of the school and is responsible for keeping all accounting records.
G. THE LIBRARIAN
The Librarian organizes, supervises and administers the library. She also sees to it that the school provides adequate reading materials for the faculty and the students.
With the adaptation of the Book Rent Scheme (BRS), she keeps track of the proper accounting and upkeep of the required books for rent to all students.
H. THE PROPERTY CUSTODIAN
The Property Custodian is responsible for the supervision of the development, maintenance; and repair of the physical plant and the maintenance, security, use and disposition of school property.
I. THE SECURITY GUARD
The Security Guard is asked to safeguard the campus at all times. He checks ID’s of faculty members and students, takes care of the logbook for the school personnel as well as visitors and takes charge of ringing the bell to indicate time schedule. Furthermore, he makes sure that students do not possess substance that could cause fire or object that could physically harm.
J. THE FACULTY
The teachers assist the administrators in the implementation of school objectives, policies and regulations and help the students to follow them. They are the ones primarily task to implement the academic program of the school approved by the DepEd.
K. STUDENT OFFICIALS
The STUDENT COUNCIL is composed of all duly elected Class Officers. Its primary task is to promote the policies, objectives and mission-vision of the school alongside the individual and corporate welfare of the students.
Through the guidance of a faculty moderator, the Student Council undertakes projects, makes recommendations and submits proposal that are in line with the school’s values. These actions promote leadership and value development, goodwill, cooperation and school spirit within classes and school sectors, and include representation of the students at functions, meetings or assemblies where such official representation is required.
The CLASS OFFICERS are elected by the students to represent them and to help promote the general welfare of their class. In the absence of the teacher, they are responsible for maintaining order in the classroom. They are also responsible for cleanliness in the classroom.
The CLASS BEADLES are appointed by the Class Moderator with the approval of the APAA. They are responsible for taking the attendance and for checking the absence or late slips of the class. They see to it that no student who has been late or absent enters the class without an absence or late slip. They remind the teacher of special directives that may come to the class during his absence. (If for any reason a teacher should be absent from class, the class beadle should immediately inform the Office of the APAA.)
The PMT OFFICERS will serve as ushers or guards at school functions, or on patrol, and they have to maintain the discipline and orderliness among students at all times.
NOTE: All student officials, e.g. PMT Officers, Class Officers, Class Beadles, etc. share the authority given to them by the school. They are to be obeyed courteously and promptly when acting in their capacity as student officials, and within the authority given to them by the school.
ACADEMIC POLICIES
A. Academic Year
An Academic year is composed of two semesters of five months each.
B. Admission Policies
An applicant must fulfill the following requirements:
1. NEW STUDENTS
1.1. New students should submit for an interview and pass the entrance examinations.
1.2 New students should present:
a. Report Card (Form 138) properly signed stating transfer eligibility.
b. A photo copy of the Birth Certificate;
c. A certificate of good moral character;
d. Alien Certificate of Registration (ACR), if a resident alien.
e. Study Permit and ACR, if temporary resident alien.
2. OLD STUDENTS
Requirements:
2.1 Report Cards (Form 138); no academic deficiencies
C. Sectioning
Highschool students are group heterogeneously except one section (star section). Academic average is the basis for ranking.
D. Curriculum
The school follows the curriculum prescribed by the Department of Education, the K to 12 Curriculum for Elementary, Grade 7 and Grade 8 and Restructured Basic Educational Curriculum (RBEC) for 3rd and 4th year.
E. Test and Examinations
Quizzes are given any time the teacher sees fit. Unit tests may be given after the completion of each unit study. Periodical examinations are scheduled four times per school year for all levels.
Absences during periodical examination must be avoided by all means. However, under unavoidable circumstances such as serious sickness or accident, the student should take steps to make up for the examinations as soon as possible. A student who incurs absences of more than twenty percent of prescribed number of class or laboratory periods during the school year will be given a failing grade and given no credit for the course or subject.
Special tests may be given after the School Testing Committee composed of the School Administrator / Head, the APAA and the Guidance Counselor deliberates and decides on the merit of conducting the said examinations
Students must strictly observe honesty in taking tests. Any student who is caught cheating will automatically fail in the subject and will be subject to disciplinary action.

Examination Rules
Before the Examination
a. Any financial obligation must be settled the week before the examinations. If payment cannot be made, the parents or guardian should personally see the Registrar the week before the scheduled exams. The Registrar will not entertain any last-minute arrangements.
b. The student should present his examination permit to his subject teachers. If he losses his permit, he should request a replacement at the Registrar’s Office.
During the Examination
a. Bags and mobile phones are not allowed inside the campus during examination days.
b. Only pens, pencils, calculators and scratch papers are allowed inside the classroom. Students are not allowed to leave the room or bother fellow examinees by barrowing or asking from them.
c. Once the test papers are being distributed, all forms of communication must be stopped.
d. Start only once the teacher gives the signal.
e. Don’t use extra or scratch papers unless authorized by the teacher.
f. If there be any difficulty or question, the student must raise his hand and must never ask his seatmate even matters that are not related to the test.
g. Keep focus on the test papers.
h. Observe complete silence
i. Devote at least one hour for each examination.
j. Nobody is allowed to o out of their rooms once the examination has begun.
After the Examination
a. After the test, submit the test paper quietly without making a=unnecessary sign language or distracting fellow classmates.
b. Nobody is allowed to loiter along the corridors while others are still taking the exam.
F. Grading System
To evaluate learning outcomes, four periodical tests are conducted per school year. The performance- based grading system is used in all year levels as prescribed in DepEd Order No. 33, s. 2004.
G. Report Cards
Form 138, commonly known as the report card is the document used by the school to communicate officially the academic performance of a student to himself, his parents and the public. Report cards are issued every grading period, usually two weeks after the end of the periodical examination. Parents / guardians should get the report card from the Registrar’s Office and they should also sign at the back of the card. The student is supposed to return the report card through his class moderator one week after it is released.
Tampering with the report card is considered a very serious offense by the school.
H. Honors System
1. Year – End Honors
The Bicol Central Academy follows provisions of DepEd Order #6,s. 2006 in selecting honor pupils.
A. Selection of Undergraduate Honor Students:
1. Candidates for honors at any year level shall be drawn from the top ten (10) students.
2. They must not have a final grade lower than 80% in every subject.
3. The top 10 students shall be ranked using the 7 – 3 point scheme (7 points for academic performance and 3 points for leadership in co – curricular activities as explained in the enclosure of DepEd Order No. 6)
4. Candidates for honors at any level must have done the entire work of the year level in the school where they are candidates for honors. Thus, students who transfer during the school year shall not be eligible for honors for that curriculum year.
5. A student who has been suspended for serious disciplinary infraction ( e.g. cheating and stealing, smoking inside the school campus, gambling of any sort, fighting, causing injury to others, etc) as defined in Chapter 3, Section 1. 1.2 of the 2002 DECS Service Manual) shall be disqualified for honors for the curriculum year during which the suspension is imposed.
B. Selection of Honors Students of the Graduating Classes:
1. All criteria / guidelines stated in Section A.
2. Additional Criteria / Guidelines:
2.1 The students’ grades in the previous curriculum level shall not be considered in the ranking of honors for graduating students.
2.2 Recognition shall be given for the achievement of students in specific academic disciplines (e.g. Science, Math, English) and in Special curriculum areas (e.g. Athletics, performing arts, campus journalism)
2.3 Any teacher who is related within the second degree of affinity and consanguinity to any candidate shall not be allowed to sit as member of the selection committee.
2.4 The Head of the School, as Chairman of the Selection Committee, shall make the final announcement of honor students. The announcement for the graduating students shall be made not later than fifteen (15) working days before the recognition rites / commencement exercises.
2.5 Protest, if any shall be filed with the Office of the APAA by the candidates and their parents / guardians within five (5) working days after the ranking is made and shall be settled in the Division Office not later than five (5) working days before recognition /graduation.
I. PROMOTION
Promotion on the secondary levels is by subject and not by curriculum year. A final rating of not less than 75% or its equivalent is required to pass the subject. A student who fails in one or two one – unit subjects is required to take up summer classes in the school approved by the Bicol Central Academy. A student who fails in three one-unit subjects or in two (2) subjects equivalent to three units and wishes to be enrolled must repeat the academic year, otherwise he / she is advised to transfer.
J. SUMMER REMEDIAL
Promotion is by subject and by the number of units. A final rating of not less than 75% is required to pass the subject. A student who fails in one or two units will be required to take summer classes at BCA.
Summer remedial is a one-month intensive remedial program. Students who are required to take the remedial classes must attend their classes regularly. Tardiness will not be tolerated.
K. REQUIREMENTS FOR GRADUATION
Graduating students must fulfill the following requirements to be able to join the graduation ceremony:
a. The candidate must have no failing grade in any subject.
b. He must have completed all requirements in all subjects.
c. He must have settled all financial obligations.
d. He must not be under any disciplinary proceedings.
RULES OF CONDUCT
A. School Uniform
All students are required to wear the complete uniform prescribed by the school.
1.1 For Boys
- White polo with BCA school logo printed in the pockets
- Black pants
- Black shoes and white socks. Shoes should always be cleaned and polished.
- Polo shirts should be buttoned up with plain white undershirt tucked in.

1.2 For Girls
- White blouse with maroon collar with white lines, two maroon piping on the sleeves, maroon neck tie and maroon hip belt and skirt. Length of skirt is two inches (2in.) below the knee
- Black shoes and white socks. Shoes should always be cleaned and polished.
1.3 Wednesday is declared as wash – day. No Sandos, Sleeveless, Shorts, Short/Mini Skirts and Slippers allowed.
BOYS
Tidiness and cleanliness of hair and nails must be emphasized too. No boy student is allowed to keep his hair long. Manly haircut should be kept. The length of the hair should not exceed the height of the collar. Sideburns should not exceed the lobes of the ears. Bangs should not overreach the eyebrows. Long hairstyles, calbo, semi-calbo, any style associated with punk or latest fad are not acceptable. Beards, moustaches, goatees or exceptionally long sideburns are not allowed. Haircut for boys will be inspected every FIRST MONDAY OF THE MONTH. COLORED HAIR is NOT ALLOWED.
GIRLS
Simplicity is highly encouraged. Those with long hair are strongly advised to have their hair braided, clipped or tied with hair bands or in ponytail. Hair dyeing, stylish hairdo and excessive hair accessories are not allowed. Excessive display of jewelry is strongly discouraged. Make-ups, nail polish, high-heeled shoes, bodily accessories and other expressions of vanity are prohibited.
B. Use of I. D.
The I. D. is a part of the daily uniform. This card should never be tampered or altered with, nor mutilated. It must be worn at all times. No one is allowed to enter the classes without the I.D. In case of loss, report immediately to the Guidance Counselor.
C. Attendance
1. Absence
a. Students can be excused from classes for serious reason only.
b. A student who foresees that he will be absent from class on a certain date must present a letter from his parents or guardian stating the reason for his absence.
c. A student with ten (10) consecutive absences without notifying the administration will automatically be dropped from the class.
d. Excused and unexcused absences reaching 20% of the total school days required by the DepEd will mean dropped from the enrolment list.
e. Excused absences do not exempt the students from fulfilling the requirements of the class during their absence.
f. No students may leave the school campus during class hours without the permission of the Guidance Counselor.
g. Request for an earlier dismissal for valid reason should be signed by the parents or guardians.
h. Social appointment of any kind, appointments with the doctor, dentist, etc. are not sufficient reasons for missing school. Parents should consult the Guidance Counselor before any mentioned appointment is scheduled.
2. Tardiness
A student who comes to school late will not be admitted to the classroom without an Admit-to-Class slip from the Office of the Guidance Counselor. Habitual late arrival and incorrigible tardiness will be subjected to disciplinary action as incorporated in the Code of Discipline of the school issued by the Guidance Counselor and approved by the School Administrator / Head.
No student will be admitted to class after 8:30AM and 1:45PM. A student who arrives after 8:30AM or 1:45PM will be considered technically absent and will either be sent home (his parents will be called to fetch him) or required to stay with the Security Officer. Exceptions will be allowed on a case-to-case basis upon the discretion of the Guidance Counselor.
3. Class Cut
A student who comes to school but is not in class after FIVE (5) MINUTES after the start of class incurs a CLASS CUT, except when his absence is with due permission of a school official.
The same rule applies when, without permission, a student leaves the classroom or leaves school functions which take place of class time. Hence, any student who is seen outside his classroom during class hours, or outside the place of assembly during school functions, without legitimate reason, is liable for a class cut.
4. Leaving the School Campus
BCA is responsible for the student’s whereabouts during school days. Hence, no student may leave the campus between the time of arrival and dismissal without specific written permission from the General Affairs Officer or the School Head. He must register to log out with the Security Officer.
Procedure for Requesting Permission to Leave
Should there be a valid reason to leave the campus; the student should comply with the following procedure:
a. submit to General Affairs Officer the parent’s or guardian’s letter requesting permission for the student to leave the school campus, or the doctor’s/nurse’s advice for him to go home.
b. Secure the proper form from the General Affairs Officer and fill it out in duplicate;
c. Submit the accomplished form in duplicate to the Gen. Affairs Office for validation;
d. Give the duplicate to the Guard-on-duty for him to sign.
Leaving Campus Due to Illness
If student gets sick and is advised in writing by the School Nurse to go home, the Office of the Registrar will notify the parents/guardian and advise them to fetch the student from school.
D. Inside the Classroom
1. Respect and deference to the teacher, courtesy and politeness to follow students are to prevail in the classroom.
2. In entering and leaving the classroom, students must fall in orderly manner. The policy “ladies first” must be followed.
3. Students are expected to stand on these occasions:
a. Entrance and departure of teachers, superiors, or visitors.
b. During opening and closing prayers; and
c. When reciting.
4. A student should raise his hand if he wishes to recite.
5. Unless acknowledged by the teacher, no student is allowed to recite.
6. At the end of the period, students should remain seated until the teacher leaves or dismisses them.
7. They should observe proper seating arrangement assigned by the teacher unless change is made by the teacher.
8. Eating, sleeping, playing and other unnecessary behaviors are not allowed.
9. They should help maintain the orderliness and cleanliness of the classroom.
10. No students can leave the classroom unless it is absolutely necessary and with the teacher’s permission. No one will be allowed to go to the Convenience Hall (CH) during the first period in the morning and in the afternoon.
E. In and Out of the Campus
1. Student should always be polite and courteous. They should make phrases of greetings as part of their daily expression such as “Thank you’, “Please”, “Excuse me” and the like.
2. They should refrain from any unbecoming act or utterance, i.e. noise, boisterous conversation, whistling, etc.
3. They should not make unnecessary noise along the corridors during class hours.
4. They should speak ENGLISH & FILIPINO at all times to develop proficiency in the languages.
5. They should strive to keep the campus clean. Paper and trash must be disposed of in the refuse cans. They should avoid littering or similar manifestation of uncouth habit.
6. They must be careful not to leave books or other things in the classroom after the afternoon classes.
7. Students should know how to value property. They should refrain from any marks, carvings, writing or the like on any property.
8. They should hand- in all articles found, to the Office of the Guidance Counselor.
9. They should first secure permission from the right authority before using school property.
10. Students are obliged to attend all activities requiring their presence in and out of school.
11. They should be punctual at gatherings and programs. They should not enter or leave when a number is going on except during the intermission or when the number is through.
12. Students are always identified with the school they attend; therefore he should be ever aware of the responsibility of protecting the good image of the Bicol Central Academy.
13. No students are allowed to use the name of school in sponsoring any activity without the permission of the School Administration.
THE LIBRARY
The Library provided the following:
1. Additional Reference Rent for the Elementary Department.
2. Audio-Visual Materials.
3. Book Rent for all Highschool Students.
BEHAVIORAL IN ACADEMIC / SOCIAL FUNCTIONS
1. Students should follow instructions as directed by the teachers or other persons in authority.
2. They should observe SILENCE during any performance and refrain from making unnecessary noise.
3. They should not show dislike or disapproval of a speaker or a performance at any given time.
4. They should not applaud to long or boisterously.
OFF – LIMITS AREAS
1. STUDENTS
Students are not allowed to enter the administrative office including the faculty room, pantry and classrooms not their own, without permission. No student is allowed to touch or read anything placed on the teacher’s table.
EXCEPTION
Starting the second week, the school is strictly off- limits to outsiders during class hours.
The administrative offices are opened during office hours to parents and their representatives for official transactions.
DISCIPLINE
A. Role of Parents
It is the duty of every parent to care for the school where his children are entrusted for education. The school cannot achieve its lofty aims without the complete support of the parents and the total trust of the students. Any act to defame the school or any ill – intentional criticism to discredit the school in public by parents may undermine the faith of their children in the authority and standing principles of the school. Such act or such utterance merely show the lack of and wanting of self - discipline in the parents. It may eventually cause inner confusion in the children and thus, make school discipline extremely difficult. In view of the importance of parental role in relation to the discipline of children in school B.C.A reserves the right to request the transfer of students whose parents lack good will for the school, in order to protect the interest of all other parents and their children.
C. FORMS OF DISCIPLINARY ACTIONS
School is an apprenticeship of life in which violations of laws must be met with appropriate sanctions. In the application of sanctions, the school aims to give all students sense of responsibility. The purpose of penalties is also to protect other students from the corrupting influence of the law -breakers.

Minor infractions of the rules of classroom discipline may be
punished by the teachers within their respective classes.
Major infractions of the rules or of moral conduct will be dealt with by the Board of Discipline, composed of the Guidance Counselor, the APAA, School Commandant, the concerned Class Adviser and the School Administrator/ Head, for the school reserves the right after due investigation, to dismiss a student:
1. whose unwholesome conduct constitutes a menace to other students.
2. who persistently disobey the rules and regulations of the school, or
3. who refuses to improve after repeated admonitions. The greater good of the student body demands that the bad ones be withdrawn.
A student, who has been dismissed from this school will never be readmitted to this school.
In such case, parents will be notified the soonest.

The Board of Discipline has the authority to recommend a much graver punishment when the wrongdoing is proven to be much graver
Due process will be adhered to.
ENFORCEMENT OF THE RULES
1. Violation of any of these rules will be referred to the Guidance Counselor for investigation.
2. In any case of reported violation, the Director, the School Administrator / Head, the APAA, and the Guidance Counselor, in consultation with the Heads of Departments, decide the case and impose penalty.
3. In conducting investigations, the Guidance Counselor or Head of the Departments may call on any student to testify as a witness
4. Any student testifying as a witness who deliberately gives false statements maybe punished.
5. Any student found guilty of violating any of these rules is subject to disciplinary action.
ADDITIONAL INFORMATION
A. Suspension of Classes
On any school day when Typhoon Signal No. 2 or higher has been raised, classes in all levels are automatically suspended.
B. Accidents
In case of accidents, the parents will be notified immediately but the school cannot be held responsible in any way because in life accidents as such, are not totally preventable. However, the school will do its best to avoid accidents.
C. Announcement and Notices
All students must listen attentively or read carefully all announcements and notices that they should relay to their parents immediately when they reach home. They should do the same with written notices posted on the Bulletin Board. Any circular letter or notice sent through the students to the parents should be READ carefully.
Students should never destroy notices sent by the school to their parents, nor tamper with the Bulletin Board.
D. Communication to Parents
Students are usually entrusted with the responsibility of giving letters or information from the school to their parents or guardian. They must then be responsible to deliver the letter to their parents and to return the response slip if there is any.
Only communication of parents or guardian with specimens of their signatures on file will be honored by the school.
E. School Activities
Parents are encouraged to know the school activities in the school calendar given during the first week each month.
Parents or guardians shall be informed of the schedule of practices for any school activity. A notice shall be sent to parents or guardian and they are requested to express their approval or disapproval on the reply slip.
F. Visit of Parents to the School
Parent-Visitor should never disturb any teacher while classes in ongoing. He must talk to the teacher after class hours.
A parent or guardian who wants to see his child or ward must go directly to the Waiting Lounge. Only the School Head, APAA or the Gen. Affairs Office may call out a student from classes.
A parent or guardian who has any complaint on any student or pupil must seek first the advise of the class moderator.
Parents and guardians are not allowed to stay in any classroom or building.
It is fully understood that Parents/Guardians and their respective students have read and understood the contents herein and commit themselves to abide by such upon enrollment of their students to BCA.
